THE ROLE | We are seeking an Analyst to join us, ideally based in an HR&A Office in Atlanta, Dallas, Los Angeles, New York, Raleigh, or Washington D.C. office.. Our analytical staff form the foundation of our team-oriented and collaborative structure and help to drive our data-driven approach to city building.

Analysts are early career professionals with 2-4 years of professional experience and own the substance of our client work products. Day-to-day tasks range from project to project and often include:

  • market analysis
  • case study research
  • econometric modeling
  • community engagement
  • preparation of real estate pro formas for a range of uses and public-private structures, and
  • public policy analysis.

Analysts also help prepare written reports, presentations in PowerPoint, and Excel models for clients, as well as firm marketing materials and proposals for new projects.

The positions provide significant opportunities for growth and diversity within the role as individual project portfolios change. HR&A staff are often generalists but have the opportunity to specialize over time. Many of HR&A’s senior staff started as Analysts.

EXPERIENCE REQUIRED | Successful candidates will possess strong skills in both quantitative and qualitative analysis, a passion for urban development and policy, and a deep curiosity about the challenges and opportunities facing cities.

They must possess excellent written and verbal communication skills; proficiency with PowerPoint, Excel, and Word; and the ability to manage multiple assignments at once. Furthermore, candidates should be highly motivated independent thinkers who are detail-oriented, entrepreneurial, and sufficiently poised for client interaction.

The most successful candidates will show a capacity for leadership, the ability to think critically and creatively, and the potential for professional growth.

Analyst candidates should have a Master’s Degree, or a Bachelor’s Degree, with a focus on economics, urban planning, business, public policy, real estate, or other closely related fields, and two to four years of relevant full-time experience.

COMPENSATION | The base salary range for this position is $80,000 – $92,000.  We offer competitive compensation packages, based on qualifications and experience. We are an employee-owned company, meaning you will have the opportunity to benefit from the firm’s growth over time through participation in our Employee Stock Ownership Plan. Each year, the firm will contribute funds to this long-term wealth-building account and may make contributions to other retirement accounts. THE PRACTICE | HR&A’s Broadband and Digital Equity team is focused on empowering communities to shape their broadband future and develop stronger digital equity ecosystems. We recognize that internet infrastructure investments and adoption programs are foundational to more equitable economic development, education, healthcare, and civic life. We work with leaders in all levels of government, civic institutions, community-based organizations, and philanthropy to design and deliver bold system changes that foster broadband equity and digital inclusion. This work is often conducted as part of the Broadband Equity Partnership, a partnership that HR&A has with CTC Technology & Energy.

At an historic moment for broadband and digital equity, with estimates of nearly $200 billion in public and private investment in the next decade, our broadband and digital equity practice is at the forefront of planning, managing, and delivering innovative infrastructure and digital equity programs across the nation, from New York to California, Chicago to Miami. Our work results in the implementation of new public-private partnerships and government- or community-led digital equity programs that prioritize service to communities who need it most. As we help to build capacity in the nation’s public interest broadband ecosystem, we center racial equity and economic justice, helping our clients to identify who will benefit from broadband development initiatives and show them how to design and execute more equitable programs that build stronger neighborhoods and economies.

ABOUT YOU | 

  • At least 10-12 years of relevant work experience, including working with public sector leaders and/or community-based organizations at the city, county, state, and/or federal level.
  • Deep knowledge of and experience with broadband infrastructure and digital equity programs
  • Proven leadership abilities marked by being innovative, collaborative, decisive; a reputation for getting things done;
  • Fluency with data, including an understanding of its limitations and a commitment to using it to quantify the ways in which inequity persists in communities and to project the impact of new policies and programs
  • Strong interpersonal skills that reflect honesty, integrity, respect, inspiration and teamwork
  • Strong communication skills, including the ability to inspire confidence and passion with both internal and external audiences
  • Advanced planning skills, including an ability to think strategically on both organizational and systemic levels over short and long-term horizons

  • Experience with complex stakeholder and project management, including the dynamics of the role of a consultant

THE ROLE | We are seeking a Principal to join us in to lead work around the country, ideally based in an HR&A Office in Atlanta, Dallas, Los Angeles, New York, Raleigh, or Washington D.C. office. The Principal will manage large-scale Broadband and Digital Equity projects in ways that maximize the impact of our clients’ work; they will be a leader in the practice internally and externally.

At HR&A, Principals manage multiple projects and business development efforts concurrently. Project timelines and scopes are highly variable at HR&A and often span between several weeks and several years, with Principals managing between three and six projects at a given time. Principals are responsible for:

  • Creating project work plans
  • Managing project budgets
  • Directing the analytical work of project teams
  • Ensuring the quality and timeliness of deliverables
  • Developing productive working relationships with clients

Responsibilities of the Broadband and Digital Equity Principal will also include:

  • Close partnership with the Managing Partner to support the growth, strategy, and concurrent priorities of the Broadband and Digital Equity practice
  • Serve as a leader in the practice by building external and internal relationships, as well as identifying and implementing new project types and services that can help serve those on the front lines in the work to close the digital divide
  • Represent HR&A and the Broadband and Digital Equity practice externally at events, professional associations, and in networks
  • Develop and manage tools and methodologies that support the growth of the practice such that the firm’s overall work and other practice areas are enriched
  • Engage in internal firmwide activities that advance HR&A’s commitment to Anti-Racism
  • Train and mentor staff across the practice, including in multiple offices and remotely

EXPERIENCE REQUIRED | We are looking for candidates with management and leadership experience in the public, private, or non-profit sector, deep curiosity about the broadband and digital equity challenges facing communities today, and a passion for equity, economic development, and systems change.

Successful candidates:

  • Possess exceptional critical thinking skills, a deep curiosity about the challenges and opportunities of broadband and digital equity work, a data-driven and implementation-oriented mindset, and a commitment to proactively address and advance racial justice, equity, and anti-racism
  • Bring a strong background and/or foundation in public policy, economic development, city, state, or federal government, political campaigns, or nonprofit or institutional management as an important reference point for our work
  • Bring experience in consulting or comparable client-facing functions in a relevant field and/or a leadership setting such that they can demonstrate ability to manage multiple projects at one time in ways that are impactful, adaptive, and persuasive
  • Experience managing fast-paced, collaborative project teams
  • Possess substantial writing and presentation skills, sufficient poise for direct client interaction, and mentorship capabilities

COMPENSATION | The annual salary range for this position is $149,500 – $172,000  plus opportunity for year-end bonus.  Where an offer falls inside the pay range is dependent on experience. The Practice | Over the next decade, the federal government, states, localities, philanthropies, and private businesses are projected to spend $200 billion on new broadband and digital equity programs. HR&A’s broadband and digital equity practice is built to provide a full suite of strategic planning, staffing, program management, and implementation services to maximize the impact of this historic funding.

Whether we’re helping State Broadband Offices deliver their broadband and digital equity plans, supporting municipalities to structure public-private partnerships and digital inclusion services, or building capacity in community anchor institutions and nonprofits, our work is focused on designing and delivering sustainable programs and partnerships that close the digital divide and promote economic opportunity for all.

Our team is leading or supporting several such efforts for states, counties, cities, and nonprofits across the country, and we are seeking exceptional talent at all levels to help conduct research, advise on, develop, produce, and manage digital equity plans and programs that make measurable impact to close the digital divide in these communities.

The planning process includes assessing needs, including through robust interagency, intergovernmental, and community engagement, developing measurable goals and objectives, quantitative and qualitative analysis on how digital equity impacts a jurisdiction’s priorities in other areas such as economic development, education, healthcare, workforce development, delivering essential services, and engaging stakeholders.

The Analyst, Digital Equity Programs will support the design, development, and delivery of Statewide Digital Equity Plans as well as state, municipal, and community-based programs. Analysts are ambitious professionals typically with at least 2-5 years of professional experience who are core to our project teams and responsible for a broad range of tasks and bring diverse experiences and deep due diligence to our work.  The Analyst, Digital Equity Programs will be dedicated to HR&A’s Broadband & Digital Equity Practice, with a passion for delivering equitable outcomes of internet access in communities across the country. Primary tasks may include, but will not be limited to:

  • Assessing digital equity needs, including through robust interagency, intergovernmental, and community engagement processes, and collaborating with the firm’s digital equity data team

THE OPPORTUNITY | To ensure that affordable housing residents are front and center in broadband and digital equity planning for states and cities, we are helping our clients maximize public and private funds to connect some of the lowest-income residents to high-speed internet and prevent repeating historical geographical patterns of under-investment. The Director, Affordable Housing Programs in our Broadband and Digital Equity Team will lead the design, development, and delivery of new programs to support broadband and digital equity in affordable housing – a portfolio of impact designed to reach more than five million homes across the United States.

Day-to-day tasks will require managing internal and external teams to complete complex assignments including strategic planning; community, government and industry engagement and relationship-building; data analysis and case study research; program design and operations; evaluation and impact analysis; real estate and financial analysis; and public policy analysis. The Director will develop, review, and present client deliverables including memos, reports, financial models, and presentations, and may also support the development of marketing materials, proposals for new projects, and other business development pursuits.  

The Director, Broadband in Affordable Housing should have experience in the affordable housing industry and a passion for delivering greater economic opportunity, essential services, and quality of life for residents of affordable housing. Affordable Housing and primary tasks will include: 

  • Managing the designing and implementation of programs to deliver affordable, reliable broadband in affordable housing, and the provision of digital inclusion services
  • Building relationships across the affordable housing industry and its broader service provider ecosystem to promote the adoption of broadband and digital inclusion services
  • Developing a deep understanding of the internet service provider and managed service provider landscape for affordable housing portfolios
  • Managing the drafting and negotiation of relevant contracts, grant agreements, requests for proposals and other solicitations, as well as leading the review of applications and making recommendations for funding

THE OPPORTUNITY | HR&A’s Housing Practice is rapidly growing its housing fund and transaction work, which involves helping clients structure funds, develop investment strategies, identify partners and execute transactions. THE ROLE | HR&A Advisors is seeking a leader to join our Los Angeles office and help build our Inclusive Cities practice. The Principal will serve as a thought partner in the development of Partner Judy Taylor’s work on economic development and anti-displacement strategies, value capture, transit-orient development, and wealth generation as well as support the growth of Partner Andrea Batista Schlesinger’s Inclusive Cities practice.  Responsibilities of the Inclusive Cities Principal will also include: 

  • Close partnership with Los Angeles Office Partners to support the growth, strategy, and concurrent priorities of the Inclusive Cities practice.  
  • Serve as a leader in the Inclusive Cities practice by building external and internal relationships, identifying and implementing new project types and services that can help serve those on the front lines in the work to make cities equitable and just.  
  • Represent HR&A and the Inclusive Cities practice externally at events, professional associations, and in networks.  
  • Develop and manage tools and methodologies that support the growth of the Inclusive Cities practice and upend traditional approaches to economic development consulting such that the firm’s overall work and other practice areas are enriched.

  • Train and mentor staff across the firm, including in multiple offices.

COMPENSATION | The salary range for this position is $149,500 – 172,000. THE ROLE | HR&A seeks a full-time Accounting Coordinator to support HR&A’s accounting department in our New York City office. The Accounting Coordinator’s primary role is in the Accounts Payable workflow, assisting with bookkeeping and recording of vendor bills, staff T&E transactions, and other payables, but also crosses into Accounts Receivable workflow, e.g., supporting the AR team with client invoicing. The Accounting Coordinator will report to the Accounting Manager and the Director of Finance and will also work closely with other staff on various accounting initiatives.

Responsibilities include:

  • Maintain accurate AP vendor information, compliance, and annual reporting.
  • Data entry and quality control of invoices into company software system.
  • Receive and process all incoming invoices. Ensure they are properly coded, scanned, and archived.
  • Obtain appropriate invoice approval and submit new vendor requests and obtain W9s or W8s.
  • Responsible for AP data input and integrity and enforcing the company mandated invoice approval and payment processes.
  • Assist in the internal documenting and processing of monthly credit card statements, and corporate vendor account reconciliations including Uber, Lyft, Egencia, and Seamless.
  • Audit and process employee expense reports.
  • Assist with preparation and audit of weekly check runs, and monthly AR Aging report.
  • Aid in the preparation of annual 1099s.
  • Respond to all vendor AP and client AR inquiries.
  • Support invoice generation and receivables collection.
  • Collaborate with project managers to facilitate project invoicing and accounts receivable.
  • Perform other accounting-related duties as assigned or requested.

Experience Required | Candidate must be knowledgeable in Finance/Accounting principles (Debits/Credits/Expense Recognition Principles/Accrual Based Accounting), be detail oriented, possess excellent organizational skills, and be proficient in QuickBooks, Adobe Acrobat, and Microsoft Office Suite, specifically Outlook, Word and Excel.

Preferred qualifications:

  • Bachelor’s degree in Accounting, Finance, or Business Administration
  • Minimum of two years of previous general ledger accounti.ng or bookkeeping experience with a focus on accounts payable or accounts receivable.
  • Firm grasp of debit and credits accounting terminology including natural balance side of Asset, Liability and Equity accounts.
  • Experience working with financial systems (accounting, billing, budgeting) in a professional services firm is preferred.
  • Possess excellent organizational skills, detail orientated, and the ability to work independently.
  • Proficiency in MS Excel (formulas, pivot tables, conditional formatting).
  • Proficiency in Microsoft Office Suite, specifically Excel.
  • Experience with ERP Systems, preference for Sage Intacct and SAP Concur.
