THE OPPORTUNITY | To ensure that affordable housing residents are front and center in Broadband and Digital Equity planning for states and cities, we are helping our clients maximize federal funds to connect some of the lowest-income residents to high-speed internet and prevent repeating historical geographical patterns of under-investment. The Senior Analyst – Broadband in Affordable Housing will be dedicated to HR&A’s Broadband & Digital Equity Practice, leading work on designing and launching new programs to support Broadband and Digital Equity in affordable housing. Senior Analysts are mid-level professionals with 5-8 years of professional experience who own the substance of our client work products.

Timeline: Immediate for 6 months; will be embedded onsite
Hours: 20/week

The Senior Analyst – Broadband in Affordable Housing should have experience in Affordable Housing and primary tasks will include:

  • Designing and implementing programs to support broadband in affordable housing
  • Supporting interagency collaboration and negotiation to determine partner roles and responsibilities
  • Drafting and negotiating interagency contracts
  • Determining program application requirements and subgrantee evaluation criteria
  • Developing and promoting requests for proposals and other solicitations
  • Reviewing and summarizing subgrantee applications
  • Supporting in proposal evaluation and selection

Preferred Qualifications:

  • A clear passion for affordable housing, digital equity, broadband technologies, innovative business models, and systems change in government and economic empowerment in the State of New York
  • Demonstrated knowledge of broadband infrastructure, strategic planning processes, public-private partnership programs, and business modeling

COMPENSATION | The annual salary range for this position is $101,000 to $114,500.  Where an offer falls inside the pay range is dependent on experience.  This position is a full-time temporary contractor role for a maximum of three years that works alongside HR&A teams, where employment is via HR&A’s employment partner, Magnit. Senior Analyst, Infrastructure Programs

THE OPPORTUNITY | Our teams help governments, civic institutions, and communities evaluate the feasibility of alternative approaches to connectivity infrastructure deployment and program development, including its intersection with other ‘smart’ infrastructure systems, like EV charging. The Senior Analyst – Broadband Infrastructure Planning & Program Management will be dedicated to HR&A’s Broadband & Digital Equity Practice and will be primarily responsible for supporting our team’s work to advise on, develop, and produce broadband & digital equity project deliverables and programs for state and local government clients, nonprofits, community-based organizations, and philanthropy. Day-to-day tasks will require managing internal and external teams to complete complex assignments including strategic planning, case study research, community engagement, survey data analysis, program evaluation and impact analysis, grant management, economic and financial analysis, and public policy analysis.

Ideal candidates should have exposure to all aspects of Broadband and Digital Equity program development, including developing comprehensive plans for deploying and managing broadband infrastructure programs, digital inclusion programs, the design of grant programs and public-private partnerships, and interagency and intergovernmental engagement programs, and the design of new governance systems to deliver digital equity. Ideal candidates have exceptional attention to detail, project management skills, including engaging in multiple workstreams, and experience engaging government, business, and community stakeholders. Candidates should have technical knowledge of an array of service broadband delivery methods and technologies, as well as experience in physical asset inventory, business planning, and implementation strategies.

Responsibilities will include:

  • Supporting Broadband and Digital Equity programming, advancing broadband technologies, fostering innovative business models, and/or developing broadband programs

THE OPPORTUNITY | The Federal Government and its partners in State and local governments, Tribal governments, community anchor institutions and nonprofits, and technology businesses will spend nearly $200 billion over the next decade to transform the nation’s broadband infrastructure and advance digital inclusion programs to achieve digital equity. Over the next year, this work includes expansive statewide planning campaigns, as well as municipal and community-based planning efforts, with a goal of ensuring that historic investments in universal, affordable broadband access build more inclusive, dynamic, and equitable economies, education and healthcare systems, and government services. Our team is leading or supporting several such efforts for states, counties, cities, and nonprofits across the country, and we are seeking a Director of Civic Engagement Programs to work nation-wide across our project teams to design, lead, and manage expansive civic engagement campaigns that elevate the voices of historically marginalized communities in the decision-making process for State and local governments.

Ideal candidates will have deep experience in successful execution of civic engagement strategies that are inclusive, multi-pronged, and comprehensive in collecting input that will inform public program design and prioritization, including with local governments, community-based organizations, advocacy organizations, households and businesses experiencing inequitable access to technology, and other stakeholder groups. Knowledge of local, regional, or national stakeholder ecosystems and mobilization opportunities are key to this role. Candidates should have experience engaging the following populations, defined in the Digital Equity Act of 2021, including: Aging individuals, Incarcerated or formerly incarcerating individuals, Veterans , Individuals with disabilities, Individuals with a language barrier, including individuals who are English learners or have low levels of literacy, Individuals who are members of a racial or ethnic minority group, Individuals who primarily resident in a rural area.

The Director of Civic Engagement Programs will be dedicated to HR&A’s Broadband & Digital Equity Practice, and primary responsibilities will include:

  • Developing and managing civic engagement programs including conducting workshops, focus groups, information sessions, surveys, and other public-facing programs, strengthening digital equity ecosystems in communities across the country
  • Managing the team’s CRM and practice-wide relationships with civic engagement partners both locally and nationally, including developing stronger partnerships with organizations that serve specific populations with demonstrated digital equity needs, providing them with stronger platforms and content to mobilize grassroots digital equity organizing
  • Shaping Statewide and Local Digital Equity Plans and program designs that foster broadband adoption – including subscriptions for internet services, device distribution programs, and digital skills building – and ensure that public investments lead to more equitable economic, educational, healthcare, workforce, essential services, and other social infrastructure outcomes
  • Developing new programs for reaching historically marginalized populations that can be supported by forthcoming government, philanthropic, and institutional grant opportunities

Preferred qualifications:

  • At least eight to twelve years of experience in successful execution of civic engagement programs that are inclusive, multi-pronged, and comprehensive in collecting input that will inform public program design and prioritization, including an exceptional ability to provide quantitative data from engagement programs to drive government decision-making
  • A clear passion for digital equity, economic empowerment, and systems change in government and community empowerment
  • Demonstrated knowledge and experience in digital inclusion programming, advancing broadband adoption, and/or community-based empowerment programs
  • Deep understanding of and experience with government operations at the state and local levels
  • Experience advancing projects through local, county, and or state government processes such as procurements, budgeting, governance planning, and public engagement
  • Substantial project management experience leading multiple fast-paced, collaborative teams simultaneously that include scoping, structuring, creating, reviewing deliverables, and producing high-quality on-time results

THE OPPORTUNITY |  Expect to support the deployment of more than a billion dollars in grants over the next several years. The Program Manager, Grants Management and Technical Assistance Programs is responsible for all components of public agency grant programs including administering grants to community-based organizations, overseeing compliance with grant guidelines and flow-down provisions, and reporting mechanisms, developing competitive grant applications on behalf of our clients, and supporting our team’s grant program design work. THE OPPORTUNITY | The Federal Government will spend at least $2.75 billion over the next six years to design, develop, and deliver Statewide Digital Equity Plans as well as municipal and community-based programs to ensure that historic investments in universal, affordable broadband access build more inclusive, dynamic, and equitable economies, education and healthcare systems, and government services. Our team is leading or supporting several such efforts for states, counties, cities, and nonprofits across the country, and we are seeking exceptional talent at all levels to help conduct research, advise on, develop, produce, and manage digital equity plans and programs that make measurable impact to close the digital divide in these communities.

The planning process includes assessing needs, including through robust interagency, intergovernmental, and community engagement, developing measurable goals and objectives, quantitative and qualitative analysis on how digital equity impacts a jurisdiction’s priorities in other areas such as economic development, education, healthcare, workforce development, delivering essential services, and engaging stakeholders.

The Analyst, Digital Equity Programs will support the design, development, and delivery of Statewide Digital Equity Plans as well as state, municipal, and community-based programs. Analysts are ambitious professionals typically with at least 2-5 years of professional experience who are core to our project teams and responsible for a broad range of tasks and bring diverse experiences and deep due diligence to our work.  The Analyst, Digital Equity Programs will be dedicated to HR&A’s Broadband & Digital Equity Practice, with a passion for delivering equitable outcomes of internet access in communities across the country. Primary tasks may include, but will not be limited to:

  • Assessing digital equity needs, including through robust interagency, intergovernmental, and community engagement processes, and collaborating with the firm’s digital equity data team
  • Supporting the development of measurable goals and objectives for successful, equitable program design, investment prioritization, and implementation tracking
  • Quantitative and qualitative analysis on how digital equity impacts a jurisdiction’s priorities in other areas such as economic development or education

THE OPPORTUNITY |  The Federal Government will spend at least $2.75 billion over the next six years to design, develop, and deliver Statewide Digital Equity Plans as well as municipal and community-based programs to ensure that historic investments in universal, affordable broadband access build more inclusive, dynamic, and equitable economies, education and healthcare systems, and government services. Our team is leading or supporting several such efforts for states, counties, cities, and nonprofits across the country, and we are seeking exceptional talent at all levels to help conduct research, advise on, develop, produce, and manage digital equity plans and programs that make measurable impact to close the digital divide in these communities.

The planning process includes assessing needs, including through robust interagency, intergovernmental, and community engagement, developing measurable goals and objectives, quantitative and qualitative analysis on how digital equity impacts a jurisdiction’s priorities in other areas such as economic development, education, healthcare, workforce development, delivering essential services, and engaging stakeholders.

The Senior Analyst, Digital Equity Programs will support the design, development, and delivery of Statewide Digital Equity Plans as well as state, municipal, and community-based programs. Senior Analysts are ambitious mid-level professionals with at least 5-8 years of professional experience who own the substance of our client work products and will establish themselves as experts in the field.  The Senior Analyst, Digital Equity Programs will be dedicated to HR&A’s Broadband & Digital Equity Practice, with a passion for delivering equitable outcomes of internet access in communities across the country. Primary tasks may include, but will not be limited to:

  • Assessing digital equity needs, including through robust interagency, intergovernmental, and community engagement processes, and collaborating with the firm’s digital equity data team

Director, Broadband in Affordable Housing Programs

THE OPPORTUNITY | To ensure that affordable housing residents are front and center in Broadband and Digital Equity planning for states and cities, we are helping our clients maximize public and private funds to connect some of the lowest-income residents to high-speed internet and prevent repeating historical geographical patterns of under-investment. The Director, Affordable Housing Programs in our Broadband and Digital Equity Team will lead the design, development, and delivery of new programs to support Broadband and Digital Equity in affordable housing – a portfolio of impact designed to reach more than five million homes across the United States.

Day-to-day tasks will require managing internal and external teams to complete complex assignments including strategic planning; community, government and industry engagement and relationship-building; data analysis and case study research; program design and operations; evaluation and impact analysis; real estate and financial analysis; and public policy analysis. The Director will develop, review, and present client deliverables including memos, reports, financial models, and presentations, and may also support the development of marketing materials, proposals for new projects, and other business development pursuits.

The Director, Broadband in Affordable Housing should have experience in the affordable housing industry and a passion for delivering greater economic opportunity, essential services, and quality of life for residents of affordable housing. Affordable Housing and primary tasks will include:

  • Managing the designing and implementation of programs to deliver affordable, reliable broadband in affordable housing, and the provision of digital inclusion services
  • Building relationships across the affordable housing industry and its broader service provider ecosystem to promote the adoption of broadband and digital inclusion services
