Director, Broadband in Affordable Housing Programs

THE OPPORTUNITY | To ensure that affordable housing residents are front and center in Broadband and Digital Equity planning for states and cities, we are helping our clients maximize public and private funds to connect some of the lowest-income residents to high-speed internet and prevent repeating historical geographical patterns of under-investment. The Director, Affordable Housing Programs in our Broadband and Digital Equity Team will lead the design, development, and delivery of new programs to support Broadband and Digital Equity in affordable housing – a portfolio of impact designed to reach more than five million homes across the United States.

Day-to-day tasks will require managing internal and external teams to complete complex assignments including strategic planning; community, government and industry engagement and relationship-building; data analysis and case study research; program design and operations; evaluation and impact analysis; real estate and financial analysis; and public policy analysis. The Director will develop, review, and present client deliverables including memos, reports, financial models, and presentations, and may also support the development of marketing materials, proposals for new projects, and other business development pursuits.

The Director, Broadband in Affordable Housing should have experience in the affordable housing industry and a passion for delivering greater economic opportunity, essential services, and quality of life for residents of affordable housing. Affordable Housing and primary tasks will include:

  • Managing the designing and implementation of programs to deliver affordable, reliable broadband in affordable housing, and the provision of digital inclusion services
  • Building relationships across the affordable housing industry and its broader service provider ecosystem to promote the adoption of broadband and digital inclusion services
  • Developing a deep understanding of the internet service provider and managed service provider landscape for affordable housing portfolios
  • Managing the drafting and negotiation of relevant contracts, grant agreements, requests for proposals and other solicitations, as well as leading the review of applications and making recommendations for funding
  • Scoping, structuring, creating, and reviewing client deliverables, and producing high-quality on-time results
  • Collaborating with the firm’s digital equity data team, public-private partnership team, affordable housing team, civic engagement team, and other teammates to shape program development and delivery
  • Promulgating best practices for Broadband and Digital Equity in affordable housing nationally, including supporting new business development pursuits

Preferred qualifications:

  • Experience working within affordable housing programs or agencies
  • A clear passion for digital equity, economic empowerment, and systems change in government; experience with broadband deployments and digital inclusion programs preferred but not required
  • Experience advancing projects through local, county, and/or state government processes such as procurements, budgeting, governance planning, and public engagement
  • Substantial project management experience working across multiple fast-paced, collaborative teams simultaneously that include scoping, structuring, creating, reviewing deliverables, and producing high-quality on-time results
  • Exceptional ability to engage with and earn the trust of local leaders, community leaders, and businesses on complex broadband issues
  • Exceptionally strong quantitative and qualitative skills; excellent written and verbal communication skills
  • Demonstrated capacity for leadership, mentorship, critical thinking, and creativity

COMPENSATION | The annual salary range for this position is $126,500 to $143,500.  Where an offer falls inside the pay range is dependent on experience.  This position is a full-time temporary contractor role for a maximum of three years that works alongside HR&A teams, where employment is via HR&A’s employment partner, Magnit. Program Manager, State Government Programs

THE OPPORTUNITY | We are currently seeking Program Managers to support Program Management Offices (PMOs) in the States of California and Texas; selected candidates may be dedicated to one of these states, while also collaborating with our program management teams across other geographies to advance continuous improvement of our program management systems and processes. Ideal candidates have exceptional attention to detail, project management skills, including engaging in multiple workstreams, and experience working closely with government agencies. While a preference will be given to candidates with experience in broadband or digital equity programs, many members of our PMOs do not have such backgrounds and instead are impact-driven former management consultants or employees of government agencies, nonprofits, and mission-oriented businesses with a drive for making government more effective for historically marginalized communities.

Preferred Qualifications:

  • At least five to eight years of experience in 1) government service or the broadband or economic and community development industries, or 2) management consulting or other client-facing professional services
  • Substantial project management experience, working on or leading fast-paced, collaborative teams that include maintaining program management dashboards, as well as scoping, structuring, creating, and reviewing deliverables, and producing high-quality, on-time results

The planning process includes assessing needs, including through robust interagency, intergovernmental, and community engagement, developing measurable goals and objectives, quantitative and qualitative analysis on how digital equity impacts a jurisdiction’s priorities in other areas such as economic development, education, healthcare, workforce development, delivering essential services, and engaging stakeholders.

The Analyst, Digital Equity Programs will support the design, development, and delivery of Statewide Digital Equity Plans as well as state, municipal, and community-based programs. THE OPPORTUNITY | HR&A’s Housing Practice is rapidly growing its housing fund and transaction work, which involves helping clients structure funds, develop investment strategies, identify partners and execute transactions. Over the past two years, HR&A has facilitated the deployment of over $1 billion in housing investments from local governments and impact investors across the county.   

This position will primarily support the design and implementation of affordable housing funds sponsored by local governments and impact investors including Amazon’sHousing Equity Fund, as well as structuring individual transactions on behalf of landowners and developers.  

THE PRACTICE | HR&A’s Housing Practice works at all levels of the housing ecosystem. We create housing plans and strategies based on local needs and priorities. We design and implement solutions, from inclusionary zoning policies to affordable housing investment funds. And we underwrite and close housing transactions on behalf of public and private sector clients.  This range of work, from planning to dealmaking, makes us better at designing policies and local housing plans that achieve their goals in practice and at integrating public incentives into individual projects. We enjoy understanding and working with the complexities of the housing market to advance the interests of all community members.  

THE ROLE | HR&A’s Housing Practice is seeking a Senior Analyst, Data Science and Analytics, to support the rapid growth of our digital services offerings. This role can be based in our New York City,Washington, DC, Los Angeles, Dallas, Atlanta, or Raleigh office. 

Senior Analysts are mid-level professionals with 5-8 years of professional experience who own the substance of our client work products. As a Senior Analyst focused on Data Science and Analytics, you will have the opportunity to have high impact across numerous projects and build the capacities of our clients nationally, as well as to continually build your skills in complex data analytics, visualization, and web development. 

Responsibilities: The Data Science and Analytics Senior Analyst will be primarily responsible for conducting complex data and geospatial analysis to integrate and improve local, government, and proprietary datasets; develop compelling data visualizations to tell narratives to clients; and measuring and analyzing data and key economic and social indicators.  

Day-to-day tasks range from procuring, managing, developing, and analyzing large datasets; developing interactive data visualizations; supporting project teams in the development of custom, web-based analytics dashboards; developing new data systems and tools to improve our consulting work; and developing and managing new, self-directed projects that advance our mission and our clients’ goals. 

EXPERIENCE REQUIRED 

  • Proficiency with GIS required; experience conducting geospatial, vicinity/buffer, site suitability, socio-economic, and demographic analysis using Geopandas preferred 
  • Experience developing clear and captivating data visualizations for a variety of audiences 
  • Proficiency with cleaning, manipulating, and merging public, proprietary, and internal data sets for analysis 
  • Proficiency with Python preferred; with experience in using publicly available APIs to build web-based dashboards and tools. 
  • Experience with census data, PUMS data, and other economic data required. 
  • Three to five years of relevant professional experience (for Analysts; five to eight years of experience for Senior Analysts) 
  • Bachelor’s degree (master’s preferred) with a focus on data science/analytics, geographic information science/analytics, urban planning/design/data, regional science/analytics, architecture, economics, business, public policy, real estate, or other related fields 
  • Excellent written and verbal communication skills 
  • Demonstrated capacity for leadership, critical thinking, and creativity 
  • Experience working on and managing fast-paced, collaborative teams and projects, including scoping, structuring, creating, and reviewing deliverables 
  • Ability to work across assignments, including managing multiple project workstreams and deadlines 
  • Familiarity with strategic planning processes, project management tools, and data-driven analytical approaches 

COMPENSATION | The annual salary range for this position is $101,000 to 114,500 plus the opportunity for a year-end bonus. Where an offer falls inside the pay range is dependent on experience. We offer competitive compensation packages, based on qualifications and experience. We are an employee-owned company, meaning you will have the opportunity to benefit from the firm’s growth over time through participation in our Employee Stock Options Plan. Each year, the firm will contribute funds to this long-term wealth-building account and may make contributions to other retirement accounts. We also provide a comprehensive benefits package that goes well beyond coverage of 90-95% of healthcare premiums, dental and vision coverage.
