Baltimore Unveils Transit-Oriented Development Strategy
This week, the Maryland Department of Transportation launched the Baltimore Region Transit-Oriented Development Strategy, a milestone effort to strengthen regional mobility, expand housing options, and connect more Marylanders to opportunity. HR&A was proud to lead the development of the TOD Strategy, building on our broader body of work across the region.
To support the release of the report, Maryland Governor Wes Moore hosted a TOD Roundtable that convened state and local leaders, including Lieutenant Governor Aruna Miller, Baltimore Mayor Brandon Scott, and Baltimore County Executive Katherine Klausmeier, as well as local business leaders and real estate developers, to discuss how coordinated transit and land use planning can strengthen communities across the region.

The event also marked the release of a joint development solicitation for state-owned land at the Rogers Avenue Metro Station. HR&A, alongside VHB and Design Collective, supported a station-area planning study to guide future development at the site—transforming underutilized land into a community asset that supports housing, jobs, and transit access.
We’re excited to see this work move from strategy to implementation and to continue supporting MDOT’s vision for more vibrant, connected, and inclusive communities across the region.
