Ignacio combines rigorous market and financial analysis with strategic policy expertise to help public agencies, private developers, and investors deliver complex transportation, social, and adaptation infrastructure and real estate projects.

 

As a Partner in HR&A’s New York office, Ignacio brings over a decade of experience in real estate development strategy and infrastructure delivery. He specializes in bridging the gap between high-level public policy goals and the financial realities of capital projects. By modernizing the governance and delivery frameworks that guide large-scale investment, Ignacio helps clients move beyond planning to execution, ensuring that critical investments—from transit corridors to climate adaptation systems—are delivered efficiently and create lasting value for communities.

Ignacio leads HR&A’s advisory work for major transit agencies and state governments, focusing on public-private partnerships (P3s) and joint development. He is currently advising the Metropolitan Transportation Authority (MTA) on the delivery of the Interborough Express (IBX), a transformative new transit line connecting Brooklyn and Queens. In California, he has supported the California High-Speed Rail Authority (CAHSRA) on asset monetization and station area development strategies. His portfolio also includes ongoing strategic advisory for the Connecticut Department of Transportation (CTDOT) on P3 procurements for rail station redevelopment and transit-oriented development (TOD) and supporting the Tampa Bay Regional Infrastructure Accelerator (RIA), a federal initiative to accelerate project delivery across the region. Ignacio also works with municipalities and institutional landowners to craft and execute real estate and infrastructure development strategies through market, financial, and economic/fiscal impact analyses, and strategic policy and management advisory.

Ignacio complements his domestic practice with a global perspective, leveraging international experience to share best practices across borders. He has advised the World Bank Group and Inter-American Development Bank (IDB) on urban regeneration and policy and regulatory reforms in over two dozen countries. This comparative experience allows him to bring global lessons in real estate and infrastructure delivery to his U.S. clients.

Ignacio is also at the forefront of modernizing how infrastructure is funded and planned through technology. He spearheaded the launch of HR&A’s Infrastructure Funding Navigator, a digital platform helping U.S. cities identify and access federal funding opportunities. He also co-authored New York City’s comprehensive electric vehicle charging infrastructure assessment in partnership with Uber, laying the groundwork for sustainable electrification.

A recognized thought leader in the field named one of City & State’s 2025 Trailblazers in Transportation, Ignacio is dedicated to shaping the future of the industry. He is a leader within the Young Professionals in Infrastructure (YPI) network and the Urban Land Institute (ULI) New York Infrastructure Council. He has been a guest lecturer at top universities, including Harvard and the University of Pennsylvania, and currently serves as an Adjunct Professor at Columbia University, teaching Real Estate Market Analysis in the Master of Science in Real Estate Development (MSRED) program.

Ignacio holds a Master of Science in Real Estate Development from Columbia University, where he received the Thesis Award for his global REIT analysis, and an Architecture Degree from the Universitat Politècnica de Catalunya in Barcelona. His technical expertise is further underpinned by graduate studies in Finance.
