Samuel advances projects that deliver transit-oriented development, affordable housing, and sports-anchored mixed-use development.
Supporting a wide range of public, private, and institutional clients, Samuel’s projects share a common goal of leveraging public assets and strategic investments to support equitable development and increased economic opportunity. Samuel pairs rigorous quantitative analysis and real estate expertise with a strong understanding of organizational governance and strategy to guide clients in advancing catalytic projects toward implementation. Since joining HR&A, Samuel has supported transit agencies and local governments in Durham, Washington, D.C., Prince George’s County, Madison, and Indianapolis in facilitating transit-oriented developments. Samuel has advanced the delivery of affordable housing through the deployment of Amazon’s housing fund in D.C. and new policy recommendations to increase housing production in Northern Virginia and North Carolina. As a key member of the Sports and Entertainment practice, Samuel supported the United Center Joint Venture, a collaboration between the Chicago Bulls and Blackhawks, in developing a transformative vision for the 1901 Project which aims to redevelop the parking lots around the United Center into a dynamic mixed-use neighborhood.
Based in the Raleigh office, Samuel leverages his national experience to ensure the increasingly rapid growth of the Carolinas remains equitable.
