Senior Analyst

Pasan guides public and private sector clients in realizing their real estate and economic development goals to foster vibrant and inclusive communities.

 

Based in the firm’s Washington, DC office, Pasan involved in a variety of HR&A’s practice areas, including real estate development advisory, economic and community development, transit-oriented development, and affordable housing. He brings nearly seven years of experience in conducting market and financial feasibility analyses, implementing economic development initiatives, and structuring public-private partnerships. Pasan has advised clients on all sides of the table including public sector planning and economic development agencies, transit agencies, private real estate development and investment firms, higher education and healthcare institutions, and professional sports organizations.

As a Senior Analyst with the firm, Pasan has provided development advisory services for the DC Housing Authority and DC Housing Finance Agency to guide affordable and workforce housing development. Additionally, he has supported communities such as Chapel Hill (NC), Charlottesville (VA) and New Haven (CT) in developing affordable housing plans and implementing inclusionary zoning policies. Pasan has also worked with colleges and universities such as the University of Wisconsin – Madison and Lehigh University in creating compelling master plans which foster research, innovation, and campus vibrancy. Furthermore, he has conducted TOD feasibility studies and implementation plans for agencies such as the Washington Metropolitan Area Transit Authority and North Carolina Department of Transportation which have been leveraged to attract additional public and private investments.

Prior to joining HR&A, Pasan worked as a development advisor for municipalities and developers across the Midwest as an Associate with SB Friedman. In this role, Pasan prepared market analyses and designed implementation strategies as part of master planning efforts, guided municipalities in creating special taxation districts to support public infrastructure investments, and conducted financial feasibility assessments to determine the appropriate level and structure of public financial support. Pasan also worked as a Community Revitalization Fellow for the Development Finance Initiative, where he assisted communities across North Carolina in attracting catalytic real estate development projects.

A proud graduate of the University of North Carolina at Chapel Hill, Pasan holds a Master’s in City and Regional Planning and Bachelor of Arts in Public Policy and Chemistry.
