HR&A provides "on-call" real estate, financial, and cost estimation advisory services to the City of Newark Office of the Deputy Mayor for Economic Development. Under this contract, HR&A has evaluated the financial and market feasibility of affordable housing proposals submitted to the City by private developers, including an extensive analysis of requests for public subsidies and incentives. HR&A advised the City on the use of tax abatements, tax increment financing, and New Markets Tax Credits to facilitate the development of new housing. Additionally, HR&A assisted the City in preparing new public policy to reform and restructure its development incentives and establish predictable policies to spur development.
