Phoebe Holtzman


Phoebe works with innovative cities and organizations to design partnerships and programs that improve public life.

Phoebe is an experienced creator of programs and partnerships that leverage new technologies to achieve public goals. Prior to joining HR&A, Phoebe worked in international development doing social science research, entrepreneurial program design, and facilitating partnerships for implementing government initiatives – including the International Innovation Corps and the Tata Centre for Development in collaboration with the University of Chicago.
Previously, Phoebe taught graduate-level courses on geospatial analysis, data analysis, and data visualization at the Massachusetts Institute of Technology, introducing students to ArcGIS, web-mapping platforms, Python, and JavaScript libraries like D3.Phoebe also worked at MIT’s Real Estate Innovation lab as a researcher, where she measured the spatial clustering of emerging urban economies and built asset pricing models of new real estate products.
Phoebe earned her Masters in City Planning from the Massachusetts Institute of Technology and holds a Bachelor of Arts in Anthropology from the University of Chicago. In her spare time, Phoebe enjoys bird watching and gardening on her roof.
