Conor Muldoon


Conor leads strategic planning efforts to support public and private clients’ redevelopment and urban planning goals.


Conor provides project management, economic development implementation guidance, and analytical expertise. He has managed a variety of projects throughout Upstate New York and in communities across the country.

To support Governor Cuomo’s Downtown Revitalization Initiative, Conor led interdisciplinary teams in Plattsburgh, NY and Jamestown, NY to develop strategic investment plans to direct $10 million in state funding that will transform downtown communities into places where tomorrow’s workforce will want to live, work, and raise a family. For OneNYC, New York City’s comprehensive plan for a sustainable and resilient city, he guided the development of transportation and public investment maps, and analyzed industry sector, transportation, and demographic trends to inform the creation of policy metrics and targets.

Conor conducts sectoral analyses for industrial clients looking to assess their real estate assets. Conor analyzed redevelopment scenarios and modernization strategies for the Hunts Point Cooperative Market, the world’s largest wholesale meat market, located in the Bronx. For the Massachusetts Port Authority, he led a market analysis of Boston’s commercial seafood industry to inform its long-term asset strategy along the South Boston Waterfront.

Conor also provides quantitative analysis and implementation guidance to guide the development of Innovation Districts throughout the United States. He supported a development strategy framework for Downtown Providence, RI, as the City and State seek to redevelop a 20-acre tract of publicly-owned land and maximize its economic impact through the creation of an Innovation District. Conor also conducted market analyses and feasibility assessments of master plans for emerging Innovation Districts in St. Louis County and Atlanta, Georgia.

Conor’s current projects include developing a real estate investment strategy and business plan for a new 501(c)3 organization led by a group of civic and business leaders in the City of Erie, PA. He is also leading an economic impact analysis of Regeneron Pharmaceutical’s operations in New York State.

Prior to joining HR&A, Conor served as the Edward Koch graduate research fellow at the Furman Center for Real Estate and Urban Policy at New York University, where he analyzed local and national housing data in support of the Center’s interdisciplinary research on legal and public policy issues related to real estate, land use, housing, and urban affairs. Conor also served as a graduate research assistant at the Atlantic Avenue Business Improvement District.

Conor holds a Masters in Urban Planning from the Robert F. Wagner Graduate School of Public Service at New York University and a Bachelor of Arts in History with Honors from the University of Chicago.
