Briana Flynn works with public agencies to craft equitable policies and programs.
Briana has been a leader in the firm’s analytic work to develop rent stabilization policies for California jurisdictions, balancing the housing affordability needs of communities with housing supply considerations. Currently, Briana is advancing plans for joint development projects at future BART station sites as part of the Santa Clara Valley Transportation Authority’s BART Silicon Valley Extension.
Prior to joining HR&A, Briana worked for Reinvestment Fund where she supported Invest Health, a Robert Wood Johnson Foundation initiative to improve health outcomes in 50 mid-sized U.S. cities through built environment interventions.
She holds a Bachelor of Arts in Health and Societies from the University of Pennsylvania.
