HR&A designs and manages programs that influence market behavior and improve communities by drawing on 40 years of experience in economic development, real estate, and public policy advisory.

We help agencies work with businesses to incentivize private sector behavior.

We work with public and non-profit clients to design and implement meaningful policy initiatives with practical and real-world goals and impacts. We design, implement, and manage large-scale programs, including competitions, public space programming, civic engagement, and industry roundtables.  These programs influence the ways in which target audiences interact with the surrounding environment and advance the goals of our clients.

HR&A provides organizational strategy and helps build capacity for government agencies and non-profits to deliver services effectively in changing policy environments.

We assess organizational mission, core capacities and resources, and measure them against those required for successful project implementation. HR&A uses fact-based analyses to build consensus for creating new organizations and to identify new tools, assets, and structures to support existing organizations. We bring value not only in our ability to design impactful programs, but also in our ability to implement and manage these programs when our clients’ resources and capacity for process administration may otherwise be constrained.

HR&A promotes civic engagement to effect policy change.

HR&A understands that policy change requires active buy-in and input from a wide range of stakeholders. Through industry roundtables and interviews with subject-matter experts, we develop thoughtful expertise to design our projects. Upon implementation, we work with our clients to plan public-facing processes – surveys, conferences, elected-official briefings, competitions, and public programming – to incentivize civic engagement and buy-in that ultimately results in policy change. Our work has helped our clients to drive public discussion and demonstrate the rationale of their initiatives to community stakeholders, civic leaders, government officials, and interested professionals.

HR&A works with communities to attract resources that support revitalization goals and enhance neighborhood brand.

We help communities recognize that investments in place-making create value for their residents and economic health. For over 35 years, we have used such strategies to reposition and re-energize communities in order to attract renewed public and private investment.

Our capacity to design implementable processes that encourage ideation and creativity is one of our competitive strengths.

Our clients hire us because we bring an innovative lens to our work. We work creatively to develop new solutions for long-standing civic problems. While our work is rooted in a data-driven understanding of market activity and economic development, we apply our extensive experience at the intersection of the public and private sectors to help our clients innovate and think differently about their policy objectives.
