THE PRACTICE | HR&A’s Broadband and Digital Equity team is focused on empowering communities to shape their broadband future and develop stronger digital equity ecosystems. We recognize that internet infrastructure investments and adoption programs are foundational to more equitable economic development, education, healthcare, and civic life. We work with leaders in all levels of government, civic institutions, community-based organizations, and philanthropy to design and deliver bold system changes that foster broadband equity and digital inclusion. This work is often conducted as part of the Broadband Equity Partnership, a partnership that HR&A has with CTC Technology & Energy.

At an historic moment for broadband and digital equity, with estimates of nearly $200 billion in public and private investment in the next decade, our broadband and digital equity practice is at the forefront of planning, managing, and delivering innovative infrastructure and digital equity programs across the nation, from New York to California, Chicago to Miami. Our work results in the implementation of new public-private partnerships and government- or community-led digital equity programs that prioritize service to communities who need it most. As we build capacity of the nation’s public interest broadband ecosystem, we help our clients center racial equity and economic justice in their broadband initiatives and we design and launch programs that build more equitable and stronger neighborhoods.

ABOUT YOU 

  • A clear passion for digital equity, broadband technologies, innovative business models, and systems change in government and economic empowerment
  •  Knowledge and experience with broadband infrastructure, financial modeling and analysis, ISP/telecom business structures, public agency procurement processes, and public-private partnership models
  • Two to three years of experience working with internet service providers
  • Bachelor’s degree (master’s preferred) with a focus on economics, finance, urban planning, engineering, business, public policy, real estate, or other closely related fields
  • Exceptionally strong financial modeling skills
  • Highly detail oriented
  • Demonstrated understanding of navigating terms sheets, contracts, and related documents
  • Experience collaborating with teams across assignments, including managing multiple project workstreams and deadlines
  • Knowledge of multiple broadband technologies (i.e. fiber-optics, cable, fixed wireless, mobile)
  • Ability to distill and communicate complex business issues into easy-to-understand memos and presentations
  • Desire to help build the Broadband & Digital Equity team’s consulting and program management practice by leading engagements, training staff, and advancing thought leadership

THE ROLE | We are seeking candidates for a Senior Analyst –ISP Partnerships role based in our New York, Los Angeles, Dallas, Raleigh, Atlanta, or Washington, DC office. Our analytical staff form the foundation of our team-oriented and collaborative structure and help to drive our data-driven approach to closing the digital divide. Senior Analysts are mid-level professionals with 5-8 years of professional experience who own the substance of our client work products.

Responsibilities of the Senior Analyst – ISP Partnerships will include:

  • Drafting solicitation documents for government and non-profit clients to engage with ISP partners to deploy new infrastructure and provide service to communities
  • Managing the process of market research related to industry partnerships in a given geographic area (city, county, or state)
  • Developing and analyzing financial models to assess market demand and feasibility of public and private broadband investments and operations, and evaluate the need for additional subsidies
  • Reviewing proposals from ISPs seeking to partner with governments or community-based organizations to deploy new broadband infrastructure and services
  • Creating evaluation metrics and tools for procurement teams to assess responses from prospective partners
  • Reviewing grant proposals submitted by ISPs for state and federal funding
  • Structuring and negotiating agreements with ISPs following selections by clients

The Senior Analyst – ISP Partnerships will work across all Broadband & Digital Equity projects that have a need for industry partnerships. Day-to-day tasks range from project to project and often include economic and financial analysis, case study research, project management, strategic planning, business modeling, and contract negotiation. Senior Analysts also help prepare written reports, presentations in PowerPoint, and Excel models for clients, as well as firm marketing materials and proposals for new projects. Senior Analysts often play a managerial role, directing Research Analysts and Analysts on task assignments and even providing training.

COMPENSATION | The starting salary for this position is $97,000 – $110,000, plus year-end bonus. We offer competitive compensation packages, based on qualifications and experience. Each year, the firm will contribute funds to this long-term wealth-building account and may make contributions to other retirement accounts.
