On behalf of General Growth Properties, HR&A has provided strategic advisory services for a redevelopment plan for the South Street Seaport through the pre-master plan and master plan phases since 2005. The redevelopment will transform the festival marketplace into a mixed-use, waterfront destination complete with tourist and commuter ferry service around the East River and the New York harbor and with grand open spaces as a gateway to the historic district. HR&A has led the financial analysis of the $1 billion proposed redevelopment; helped to assemble and manage the 25+ firm consultant team; assisted in structuring a public-private partnership through negotiations with the City of New York; advised on political and community outreach strategies; and managed environmental permitting and historic preservation processes. The Seaport master plan was launched publicly and featured in the New York Times in June 2008. HR&A continues to provide a range of services as the proposal enters public approval and pre-construction phases, including historic preservation approvals and retail strategy design and planning.
