For the City of Chicago Department of Aviation and Ricondo & Associates, HR&A prepared regional and local economic and fiscal impact analyses of the O'Hare Modernization Program (OMP), which was used by the Federal Aviation Administration to prepare an Environmental Impact Statement on the project. The analysis included econometric modeling, using REMI, of the six-county Chicago regional area to forecast the employment, total economic output, population and households, among other factors, that would be associated with the $16 billion OMP project, as compared with a No-Project scenario. The project also included analyzing the net economic and fiscal impacts to the communities on the west side of O'Hare from a new western access to the airport, after accounting for impacts related to relocation of homes and businesses in those communities.
