On behalf of NYCEDC and the Harbor District Advisory Board (HDAB), HR&A conducted a comprehensive planning and market feasibility study for the new Harbor District of New York City, which includes nine sites: Atlantic Basin, The Battery/Castle Clinton National Monument, Battery Park City, Brooklyn Bridge Park, East River Waterfront, Governors Island, Hudson River Park, Statue of Liberty National Monument and Ellis Island, and Liberty State Park (NJ). HR&A assembled a team of experts to assist the HDAB and EDC in creating a strategy for development, coordination and promotion of a single Harbor District recreation area. The HR&A Team created an inventory of existing land, program and transportation uses to guide future planning decisions and recommending strategies for creating a cohesive, attractive and successful New York waterfront district.
