For the Inland Valley Development Agency (IVDA), a joint powers authority consisting of four cities and the County of San Bernardino, and as a subcontractor to Johnson Fain, HR&A prepared economic analyses in support of a Master Plan for converting Norton Air Force Base to civilian use as San Bernardino International Airport. HR&A's role was to assist Johnson Fain to conceptualize market-sensitive plan alternatives. Specific tasks performed by the firm included a reconnaissance of the competitive real estate market and projections of direct, indirect and induced employment, income and other economic impacts of the alternatives. HR&A also prepared an assessment of plan implementation issues, including a series of alternative cash flow models which demonstrated the limits of IVDA tax increment revenue that could be counted on to help finance the infrastructure program envisioned by the draft Master Plan.
