On behalf of the Alan M. Voorhees Transportation Center and in partnership with business interests throughout the Northeast, HR&A developed an Action Plan to ensure continued reliable passenger rail service along the Northeast Corridor. The Action Plan recommended structural alternatives for the governance, operations, and funding of passenger rail along the Northeast Corridor and is poised for legislative consideration as Congress discusses the future of Amtrak. HR&A evaluated Amtrak's intercity operations, institutional structure, funding needs, and relationship with the seven states and commuter agencies along the Corridor. The firm assembled a steering group of business leaders, transportation experts, and state transit agency representatives to provide feedback for the Action Plan principles and recommendations. Additionally, HR&A participated in conversations with Congressional representatives, Amtrak leadership, and Federal Railroad Administration (FRA) officials.
