Alongside the New York State Energy and Research Development Authority (NYSERDA), HR&A spearheaded the creation of the High-Performance Housing Initiative (HPH) with the New York City Department of Housing Preservation and Development (HPD). A pioneering collaboration between the City and State, NYSERDA is providing HPD developers with, on average, $1,750 per unit in funding to offset the incremental cost of rehabilitating their buildings in accordance with new energy-efficient specifications. In doing so, the Assisted Multifamily Program is able to transform the standards for energy efficiency in affordable housing from the "top down", rather than the traditional "bottom up" approach most programs have taken.
