For the U.S. Federal Highway Administration, the California Department of Transportation, the San Diego Association of Governments and Baja California's Secretaría de Asentamientos Humanos y Obras Públicas (Ministry of Settlements and Public Works), HR&A prepared a comparison of highway planning and programming processes in the San Diego-Tijuana region. The analysis focused on opportunities for improving future transportation planning and implementation coordination between all levels of government in the San Diego-Tijuana region. HR&A conducted detailed in-person interviews with senior Mexican and U.S. officials in order to document highway planning, financing and implementation systems, and interviewed transportation officials in the other U.S. border States. The firm assembled and reviewed existing studies of border facilities and trade flow forecasts; prepared estimates of post-NAFTA commercial vehicle volumes on the binational regional highway network; and made recommendations for improving binational cooperation in the planning and financing of the border region highway system.
