HR&A is leading a multidisciplinary team to prepare an economic analysis and development strategy for The Union Depot in downtown Saint Paul, Minnesota. On behalf of the Ramsey County Regional Railroad Authority (RCRRA), HR&A is analyzing the economic development potential of the planned rehabilitation of the historic Union Depot, and will provide an action-oriented development strategy for the RCRRA to implement in partnership with the City of St. Paul for this 35 acre site adjacent to the banks of the Mississippi River. The Union Depot project consists of a $150 million rehabilitation of this historic rail station, which will be reactivated incrementally over the next two decades with transit service from Amtrak, high speed rail from Chicago, a new light rail line, new regional commuter rail connections, and intercity and local bus lines. HR&A will manage the team to produce a market analysis for real estate development, recommend a preferred development program for the station itself and surrounding lands owned by the RCRRA, analyze the economic benefits of project implementation, and recommend an implementation and stewardship structure for ongoing project success.
